New resource management legislation takes shape

The government has released an exposure draft of part of the Natural and Built Environments Bill. The Bill is intended be one of several new pieces of legislation that will replace the Resource Management Act1991 (RMA). The draft includes the key provisions forming the core of the proposed legislation and builds on the 2020 report of the Resource Management Review Panel. Unlike the RMA, which was structured around the idea of sustainable development, the Bill has a greater emphasis on environmental protections and well-being through a focus on the creation of environmental limits and the promotion of environmental outcomes. The draft will be presented to Parliament and referred to a Select Committee inquiry to facilitate early stakeholder and public input. The complete Bill and other associated legislation is expected to be introduced in 2022.
